Unless it's absolute, pitch black (e.g. almost never in the city or even in a remote dwelling) black will still stick out in the dark compared to a color that's in the surroundings. Though, I can't think of a good reason why dark blue or dark green would be better than any other dark color.

I've heard to not wear black. Wear natural colors that match your surroundings. Black in the dark != blue, grey, or green in the dark.
