Added all the right info on paypal and bank is confirmed when I try adding money it says "failure". Tells me to go to resolution center yet there's no help on there. How can I scam these motherfuckers.

Awww man let's start at the essentials: almost every paid or free VPN is automatically blacklisted because you're not to first one and certainly not the last to try to scam these fuckers. Use your VPN connection and then buy some victim socks, daisychain them to your already existing VPN connection and voila no more blacklist.
Perfect Privacy is a very reliable provider for VPN/squid although a bit costly. I know no other VPN provider that has been raided in the past where LE couldn't do shit because of their operational security. For example take a look at hidemyass: a lot of anon/antisec/lulzsec faggots put their trust in the paid service they offer and what happened? The FBI came along with warrants and they handed over the logs, lots of indictments were the result. Do your research and pay a little for the service you trust

I must have worded it wrong. I do not have a VPN yet. I am trying to get money unto my Paypal account but some stupid error isn't allowing me. I'm trying to get a VPN using paypal.

Sorry to leave you hanging I'm not familiar at all with IRC so I didn't know how to join.  I had found some cheap VPNs but being new to this anonymous I didn't know if I could trust them. $6-$8 a month for privacy seems too good to be true. So were the VPNs that were busted located in the US cause the one I came across was in Sweden I believe? I'll take your advice and not jump into one right away only for it to be a waste of money and time.

Well at least I know it's just not me now. Have you figured it out yet or is it still fucking up on you?

A lot of the time, paypal automated system will not allow new accounts to add money without having valid ssn info. It's a bitch and supposed to help prevent people from buying illegal services anonymously. Stupid, I know. One way around this is to just sell crap on ebay under a new account in order to get funds. Then spend funds on vpn service.

Or you could go to a store, buy a prepaid 25$ visa, register it online with bs info (be sure to use public computer/ free wifi w/ a spoofed mac address if you are serious about being anonymous) then use that to make the vpn purchase. It is recommended not to use your own ip when setting up method to purchase the vpn. If you use your own isp ip address, you CAN be connected to the anonymous vpn service if a court order ever hypothetically came about. They will know which payment method was used to pay for what, and if you are tied in ANY WAY to that payment method, the feds could connect you to anything that you may or may not be doing. If your vpn service will not accept visa, you will have to get funds from ebay or try your luck with a new paypal account. Some new ones won't be "limited" from the start like that. Paypal is funny.

Another option is to make a new paypal, but that requires a new, un abused ip address as well as being cautious of flash cookies or all of your accounts will be linked, and you will be banned from all accounts later down the road at some point. There is a lot of info about going "stealth" on ebay and paypal, look around if you need to.
