Buy goods.  You could buy from another account or service you have set up.  I believe to cash out, you either needed a bank account or have someone that'll either buy the PP account, or agree to send you payment, for the funds in the PP account.

You could send them the funds, and they could cash out with a bank account, and then they could send you the funds.

You can buy prepaid credit cards on eBay, although they're sold at a steep markup.  Prices are generally $140-150 for a $100 card and $270-280 for a $200 card.  I used to sell them before eBay banned me.

So If I have say 200 bucks in my paypal account I can transfer it to these prepaid cards?

I've noticed some of my threads on have like 15 views in the day following the creation of them.  On other forums, they have like 40-50 in a day, sometimes over 100 or even more.

People aren't flowing here like they did on Zoklet and it encourages the people that do post here, to post elsewhere.  That's not good for this forum.

No, you buy the card on eBay using Paypal for ~$275 and the seller will mail it to you with $200 already loaded on the card.  The markup is high, but the seller has lots of expenses to cover and he's got to take the risk of the buyer filing a fraudulent claim against him.  If you've got a lot of money in Paypal and you want to anonymously convert it into something easier to spend, this is a good way to do it.

No, it's very simple.  You go on eBay and buy a gift card with your Paypal money for $275.  The seller then mails you a gift card worth $200.  You go and spend the gift card on video games or whatever you 15 year old kids spend money on these days.  What part of that process is confusing to you?  Now you are paying $275 in Paypal money to get $200 in spending money, but you aren't in a situation where you want to link your checking account to the Paypal account and withdraw the entire balance, are you?

If you try to rip off the seller by fraudulently claiming your gift card never arrived or arrived empty, you're just going to draw attention to the fact that the credit card you used through Paypal was stolen to begin with.  Don't do it.  Besides, I kept copies of the gift card receipts and shipping information to prove I did in fact send a good card, and I never lost a dispute.
