I imagine you wouldn't even have to SOMEWHAT know what you're doing to hotwire a golf-cart.

What are the basics of it and what tools would you need?

Step 1
Ensure that power to the cart is turned on.
Step 2
Locate the two wires connected to the cart's ignition. In most models they can be found behind the seat.
Step 3
Cut the wires and strip the ends.
Step 4
Touch the ends of the wires together to force the engine to turn over without turning the ignition.
Step 5
Secure the wires together with electrical tape.

The basics:

1. Locate wire for ON. Cut it, strip the end and tie to ground.
2. Locate wire for ignition. Cut it, strip the end and touch it to ground long enough to start.
3. Profit!

new cars are impossible to hotwire,   sure you can hotwire the engine to turn over but no voltage will be sent to the ignition coil and thus no spark.
the keys have a chip in them these days so that the cars computer will only activate the ignition coil when the key chip is close to the sensor.

as shown in this video.

the key has 3 positions and 4 wires running to it.

off
on
start

there is a hot wire and a ground, you won't have to worry about the ground

the other wires go to the "on" position and "start"

simply wrap the "on" wire to the "run" wire, and touch the "start" wire until the engine starts.

there, that is the basics. you will need to learn to use a DVOM and have a basic understanding of the wiring of the cart to distinguish which wire is which. cars usually use a 9-wire system, modern cars have an encryption chip in the key, much more complicated to steal
