If i were to insure my package for the value of my phone and put something in there that weighed similar, could she file a claim someone switched the items and get reimbursed for the phone so she can just go buy one?

Consider mailing a box with a dollar in it to an address in the same zip code and give her the tracking from that. That's probably what she's doing to you anyway...

Apple's power has been somewhat reduced when this law was passed. Sure... they still have the technical ability to kill the phone, but if you have proof of a transaction/trade/tracking the law should be on your side.

Of course you may want to reserve this option unless she rips you off.
