How would .gov sites be any more profitable than .com ones? This is assuming you don't have a vested interest in taking down gubmint infrastructure

Does "all info" include login/pass for online banking?
If not, then if your friend is the same sex and height, he could phish for a signature, then use a fake ID to withdrawal money from inside the bank.
Your friend could as try to open up another card on the same account, receive in the mail by mail theft, and then transfer funds.
