Title: How to get new social security number?

SWIM is having a very hard time getting legit loan or job because his identity including his social security number was stolen a few years back, multiple fraudulent tax returns and multiple credit card and bank accounts were opened for scam and he was left cleaning up the mess. To make it worse, the big 3 credit agency gave him very poor rating and won't fix it and prospective employer are refusing to hire him because of false credit risk.  The joy of living in USA after having identity stolen.

The social security won't reassign him a new number to shed the tarnished past. How can he make them give him a new number?  He's already put flag on his ID so no one can open fake credit or loan account in his ID but he really needs something that pays better than flipping burger at McMinimum wage.

I bet I have had more legit and illegitimate identities than anyone you have heard of, and yet I have never, ever been able to get a new ssn

How would .gov sites be any more profitable than .com ones? This is assuming you don't have a vested interest in taking down gubmint infrastructure
