While I normally would agree with you in theory, you did miss an important point of his post which disqualifies him for modship (at least in Arnox's timid mind). You'll notice he dared call some a "bitch", and now that he successfully flamed someone in B&M with "uncivil"(giggles) words, he clearly isn't "nice" enough to do the job.
