Or is this going to be bit more of a democratic free-for-all where submissions can be made by anyone for a given forum and then voted on by that forum's occupants?
Probably both. I select the images. (won't necessarily be from my collection) They vote on what images they would like that I've selected.
Well that's not both then, unless you use a very selective definition of democracy; why wouldn't you allow users to present their choices,
as well as yours, then allow everyone to vote on them? I don't see what benefits such a micromanagerial and exclusionary vote, via your pre-selected choices, would offer?
