I think all living things are already 'conscious', and that there are varying degrees of 'sentience'.  If there is any 'sensory' interaction with the environment, then there is a 'consciousness' of some form.

what i meant was, if bugs are what survive. then evolution starts all over again right? it may be totally uninvolved, but i think if WWIII happens, our next generation of government officials will be run by cockaroachoids in stead of reptileians
