Run-time error '8020': Error reading comm device

My MSR reader works perfectly on my desktop PC and it was easy to set up.  Now that I'm trying to get it set up on my laptop, I'm getting an error.  I know for a fact that the drivers are installed, and the communication port for it is #7.  When I try to change the communication port in The Jerm, to port 7, I get the following error...

After searching the internet, it looks like it's some bug with Microsoft(I am doing this in Windows 7).

How can I get this to work on my laptop?

Got it running.  It looks like The Jerm doesn't work on my laptop.  The software that came with my MSR is working perfectly.
