"The Gun Show Loophole" is a fallacy at least in america. A lot of dealers at gun shows are licensed ffl holders and are still required by the atf to do the standard paperwork. However Private transfers AKA selling from one citizen to another does not need to use federally approved paperwork. It's still illegal to sell guns to felons or to sell restricted items and if you get caught you're going to get your ass pounded in a fed jail cell.

Is it possible for someone living in America to purchase a gun (mostly) legally, even if they are supposedly barred from doing so for psychiatric reasons?

It is possible in the same way a convicted felon who is barred from owning a firearm. Go to a gun show and find someone who doesnt give a shit about id or anything. There are a lot of those.

So the "gun show loophole" is not a fallacy?

yes it is someone finding someone else to illegally sell them a weapon is not a loop hole it's illegal you cannot legally purchase a weapon if you are barred from doing so and the responsibility is on the seller to fact check that or they also face legal action that's like calling people that buy guns from gangmembers the street corner loophole if someone is selling you a gun against the law it's still illegal that actually do a lot of busts at gunshows specifically because of this

In the us getting id is not required by a private seller note this isn't an ffl holder however if they are found to have sold a gun to someone barred from possessing it they face legal action

if you're asking if it is possible to illegally purchase weapons than yes it is as possible to illegally purchase weapons at gun shows as it is to purchase illicit substances at nightclubs AKA the nightclub loophole

also there are generally a lot of law enforcement at gun shows that WILL make sure you're on the up and up

It's only a fallacy if you don't get caught.
ATF and local le are always around trolling at gunshows, and if they catch you- or the seller - they bust you.
If you really want a firearm, and are not allowed to own one, then just buy a black powder revolver - with cash. They're not subject to the same regulations as modern firearms.
"Why aren't they?"

So again its not legal but it is possible.

Just like buying drugs

There is not loophole that allows people to do it, they just break the law to do it
