I've been at my moms apartment this last month and I went out to throw the garbage out and for a smoke at 3am and these niggers that just moved in started blasting their music. I like nigger music and all but at 3am? I felt bad for the people living right next to them. Who the fuck does that???

nobody I live near is quite that much of a cock, but if I head reason to it'd be hilarious to pump 17hz into their kids' room at 4am... it's barely audible, but quite likely to give them night terrors

Its these mexicans who moved in six months ago.  The guy works for at&t and drives the van home at night.  Every time he leaves for work and backs out of the driveway the van has that 'heavy equipment beep' thing, you know what I am talking about?  And I can hear it in my bedroom if the door is open.  The farthest possible room away from the source.

Every day they drag a wading pool onto their lawn and like twelve kids play in it.  My kitchen window is open today and I actually heard some lady say 'dios mio!'.

My personal experience with infrasound is that it can produce feelings of nausea and restlessness. It was being generated by a nearby motorway at night whilst I was trying and failing to sleep. It was barely audible. So subtle I didn't even percive it as sound until I blocked it out; it was driving me fucking mad until I randomly (subconsciously?) decided to close the bedroom window and felt sudden relief.

At the other end of the sound spectrum, specifically targeting mexican children, is The Mosquito device. They're expensive, but whether someone thinks they're too expensive may depend on how much they hate their neighbours.
