Temporarily disable image posting, make it so they have to post links.
Links to CP on the deepweb wouldn't work for anyone who isn't using tor, and people can just not click on links from New users that lead to image sharing sites.
Could something like this work?
It sucks, sure, but you could reopen registration (if you wanted to)
