I work for a well known entity in the healthcare industry which divides it subordinates into districts and assigns regional managers to jurisdictions drawn up by a corporate team. Recently these district lines were redrawn and my old district manager has been replaced by an absolute tyrant, who shall henceforth be referred to as Napoleon. Napoleon's job is to oversee the retail aspect of my boss' job and, by extension, my job.
Napoleon is a freakish bureaucrat. If your name tag has a shortened version of your name, if he doesn't like your shoes, if you have to stay for overtime, you get written up--three times equals termination. He loves writing people up, typically doing so at least three times during a routine visit. Being that I am an integral member of the team, I often find myself staying in overtime to ease the workload. This, coupled with my refusal to display my full name or abide by a dress code, spells trouble for my relationship with Napoleon.
The other night he called to harass my manager about a trivial market factor over which she has no direct control and he lost his temper, began yelling and caused her to break down in tears. Ever since he took his office, she's been talking about quitting due to his behavior. Now, she's a very sweet lady who really doesn't deserve this kind of treatment. More selfishly, she has made the workplace a much more pleasant environment that it was, directly because of her management style. I don't want her to leave. I know she isn't the only one who thinks he's a problem: other managers falling under his district have also taken issue.
My first idea is to call the other sites falling within his district lines to request that they file a formal complaint. While I doubt there would be much resistance from this effort, I am wary of implicating myself because I have doubts that corporate would take it seriously against his word. I need Napoleon gone, right now. I want to banish him to a little island somewhere so that he can die alone, far away from me. I am willing to step outside of the law to accomplish this if I must. Any suggestions?
Edit: this looked shorter somehow on my iphone. The TLDR is that I want my boss's boss who is a major fucking prick gone and need more creative ideas than simple political violence. Help!

someone like this has pissed people off in the past. dig up some dirt on him, or get him to absolutely snap, and get it on video.

find where he parks his car at night jack up a wheel rotate so valve stem is at the top remove valve stem fill tire with water/piss/quickrete

Recording him isn't an option... In my workplace it's unlikely I could do so without committing a HIPAA violation, which my higher ups would see. I'm not adverse to breaking the law, but fuck getting caught.
Inconveniencing him would be nice. I'd like to frame him, maybe by putting pot in his car if I can locate his home, then calling the cops and reporting him as having smoked it in his car before work. Corporate sharks would have a fit if he did that. But I don't get paid enough to toss good weed like that for any substantial possession charge.

Yeah, my advice is to start going up the ladder until someone actually listens to you. And if other managers had a problem with him too, well... You may just have your work cut out for you. But keep in mind, when doing this, you can't show any sign of immaturity or anger whatsoever. Be calm and collected. State all the problems you can and get as much backup as possible. Perhaps get a petition going.
If after all that, you still run into a brick wall, it's time to start looking for another job. Once you've secured one though, go all out on this guy.

Plant CP on his computer. Frame him having an affair and blackmail to tell his wife. Pedo bait and threaten to show the chat logs to police. Pretend to be him by making a fake email similar to his and talk to his boss like hes just doing the normal thing and accidentally send some child porn then be like hey I didnt mean to send you that picture. Like what happened to arnox someone talked to the webhost about this site being a cornerstone for pedophile rights in an attempt to have it fucked off. You could have him swatted also. Swat him so many times he cant live it down at the office. Throw a company bbq and give him some weed in his food then snitch over the phone and have him drug tested. Or throw company bbq and put some lsd on his burger and hell fuck off his own job lol. I got more ideas im jus tired rite now. Also iv gotten rival glass repair companies kicked out of carwashes so I could take over by calling in customer complaints to the carwash owner saying their salesman was too pushy and I am never getting my car washed there again. Also have girls call in about him if you can figure a way where he might have interactions with the customers and have them say he was hitting on me omg. Someone just has to hate that fu ker enought to demote him at least and you can accomplish that with some social engineer action.

If the guy is really creating a hostile workplace you need to document all over the top incidents, like making your boss cry. There are many legal ways to get him relocated. You need to start a good defensive position on his abuse. http://www.eeoc.gov/laws/types/harassment.cfm
If you need immediate action take some vacation time and follow him for a week. Since he is a district manager he should be on the road a few days a week. I'm sure a dbag like him stops at strip joints for lunch every day.

1: Consistently be a smart ass but not enough to get fired. This will get under his skin. 2: keep doing things to piss him off but not something you can get fired for, such as spilling coke on his office chair, or annoy him with being overenthusiastic about your job and annoy him with project details and costant updates late at night. 3: Finally, when he can't take it anymore, go into his office and complain about a coworker (lie) 4: when he goes to reprimand the coworker, make sure and have a video camera ready. 5: when you think he's about to step out of line with the coworker, kill him with a shovel. 5: bury his body with said shovel.
