im not saying this would actually work but lets say you somehow got someone bank account info can you buy a prepaid card from walmart or cvs then load up the card with their money without them knowing then withdraw it all from an ATM or find a receipt from a store walk in grab the same item and say you would like to return it and get your money back

Prepaid credit cards can only be bought with cash or a debit card.  If you have their debit card and PIN number you might as well go directly to the ATM and withdraw money there.
