I have a windows phone and I need to make a call with a different voice.
Anybody know an app or something else I can use?

Uses a computer though. I think the problem with an app being available is that it's not legal at all. I don't know if there is any app available through a grey/dark market though. Definitely not going to be on Google Play.

i think if you looked into some auido software along with virtual audio cable you might find something that works

You would plug it into your phone and use as a headset input. So yes, it will work on-call. The computer sits between the mic and the phone so you can do anything you want.
